6) After all, their bureaucrats are in on the graft and corruption, too. And they want to keep it going.

Iraq was one of these under Saddam. Yugoslavia (Serbia/Croatia) was another under Milosevic. You now see and hear about Darfur and the Janjaweed nearly every day on the news (anyone who pays any attention).
Of course there are problems, including the corruption of governments at the receiving end, and sometimes inefficiency and even corruption at this end. Still, anyone with a conscience and a belief in any kind of a God has to help the least of their neighbors. As Mother Teresa said: "A life spent without helping others is a life not worth living".

i absolutely agree... 3rd world govts. expect to have their begging bowls filled with no questions asked. they get billions, which they mostly put into their personal bank accounts.
if there was no aid, the situation would be forced to sort itself out, and once done, they are more likely pull them selves up by the socks and work to make their country a place worth living in.

I don;t know what country you have in mind. But living here in south Florida makes me wonder if the people who left when Castro took over will go back and make things right .Plus I wonder if the people of Haiti would do better if they learned how to farm their land instead of destroy it.
