It's possible, of course, but I'd say it's not appropriate at all. At thirteen, a girl is usually particularly confused emotionally, psychologically, physically, etc. Sexual impulses are also particularly strong at this time, for there is a major shift at this age, so I'd say encouraging this by actually going out with someone older-- yes there is a difference between 13 and 14-15 years olds-- can turn out very wrong! At 16 you can be a tad more capable to handle a negatively-turned situation or so, but still. More appropriate, but the ideal would be to wait, wait, wait until 18 (though some people never gain enough maturity until their 40's or more-- or even never, so....) . Additionally, at thirteen, we can feel as though we are older, we WANT to be older, we can have a naive and idealistic view of love and such... no, I'd say patience is key for a one's sake. And besides, aren't we so young at thirteen? Don't we have a lifetime to be living love? To have a partner? Most people spend more time being with someone than not! So, though the years of not having a companion in your life may seem excessively long, enjoy your youth-- for it will never, ever come again completely-- and be safe (unless this a mother asking about her daughter, that is. If so, sorry) .

Well its not only possible but it happens all of the time. I do recommend that you try to stay in the closer age range if you are dating because even though it is only 2 years difference.. it is quite a bit of difference as far as experience goes.
Stay in your own age range.
