Since you want to build a pond, contact you local Soil and Water Conservation District (SWCD), they are in the phone book under Government. To my knowledge every county has one, it is a free service (our tax $$ at work), they will advise you on what to do, refer you to someone who can do it (if you don't want to yourself), and it will be done legally so if anyone has questions down the road, you SHOULD be covered. Hard to describe without pictures, but here's a try:
1. Reroute. Create a new path for it to travel that goes around the intended pond area.
2. Dig pond.
3. Remove the dams used in step one.

Slightly easier version:
1. Plan to put the pond where the creek is not. Dig pond downhill (if only by inches) from the creek.
2. Dig a trench from the pond to creek. Very important not to go from creek to pond.

In rural areas ranchers often dam small streams to create a watering hole for livestock. It is done by bulldozing a pond area and the earth that is moved is used to make an earthen dam. A overflow pipe must be placed to establish a high water point. If you are in a populated area you should talk to county or township. There may be rules against dams.

After that you need to dig out the area that you want to hold the dammed up water, then build the dam.

You'll need to provide an overflow pipe so that the rising water won't wash over the top of the dam and erode it.

First, go to your city hall and make sure that you can dam it. When you dam something, it stops the water from going downstream and can affect the people at the other end. The other people may have water rights that prevent you putting a dam.
