I have a picture file that locked itself and cant be deleted, dismount programs?

There is a picture file i downloaded from the interenet that has locked itself and cannot be removed through deletion. I need a program (or another solution) to dismount the file and remove it from the hard disk.

(usually works for me) If you right click the file it will open a small menu, select properties usually at the bottom of the menu and a window should pop up, their are normally 2 check boxes and or 3, one says read-only if it's checked, uncheck it by clicking the check
