Try Gulf Hotel on Colaba Causeway.
It is cheap, & frequented by Muslims from Arab countries.

I had once been booked at Palkhi's hotel in Colaba. It was clean and ok for me. It had and aircon and batroom attached as well. It has an awesome restaurant down, which is mostly given out for parties etc. The interiors are awesome. I think I paid around Rs. 1000-1500 per nite. Was booked by a pal o' mine and I din abuse him for that, so it shud suffice for you.
You could also try Greenfield Hotel, its at Marine drive i think... check and see if they have a website... but that was a budget hotel, dunno bout the facilities, check it out.

Get a reservation. You may end up on street. What is cheap?
Taj, Sea green $350/- per night. Others may be cheaper but I cannot think of the names. There are few in churchgate area but, you have good transportation to colaba cab or buses, they are not very cheap.
Check Internet, see what is there.
