Because of the right to free speech and the interpretation of what is obscene and what is not, we are, really, at the mercy of the internet when it comes to this. The popups are the advertisements that make the internet such a cheap place to cruise - and the annoyance is the price we pay.
Perhaps there are some programs around that will cut down the number of popups you receive?

i guess the kid has a viru or tojan on her computer picked up from going to a "bad" site in the first place, or by mistyping a good one.
You can buy software to block adult sites and pop=ups and whoever bought her that computer is negligent for not doing so.
getting angry because there is adult stuff on the web is like getting angry because your milk is white. THE NET IS NOT A GOOD PLACE FOR 10 YEAR OLDS TO SPEND THEIR TIME - you would not send them down to the red light area would you?

I hate ALL of THEM, but they make software that blocks them, my laptop automatically does it (Toshiba brand), it has currently blocked 26, I have been on line less than an hour. ALSO, people usually get pornographic pop-ups when some one has visited on of those sites and picks up something from the websites URL. Hummmmmhhhhhh????!! You guys need to investigate why these pop-ups are appearing on a 10-year old's PC.

You only get those pop ups if someone deliberatly went to a porn site on that computer. You need to tell whoever is watching porn to stop looking at it on that computer. Porn sites are notorious for putting unwanted stuff on your computer.

There is nothing you can do to force a site to quit showing the explicit pop-ups. However, there are things that you can do.
For Internet Explorer, install google toolbar to block popups.
For firefox, "as is" should work, although I would suggest installing adblock + filter g to block all ads.
This way she wont come across them.
