Based purely upon job performance, the worst president in the history of the country was certainly Herbert Hoover. No one could have done more to cause (or less to prevent) the most difficult period in our nation's history. So...

1. Herbert Hoover

2. Franklin Pierce

3. Andrew Jackson

4. William Harding

5. Ulysses Grant (although not entirely his own fault)

While I'm sure they will be the most common answers, there is no objective criteria which would place Clinton or Bush on this list, though the latter Bush would have a better chance that either Clinton or Bush senior.
