You can get a gorgeous liquid one from www.stargazer-products.com for £3.00. It's a great company with really unusual colours and I always buy their makeup for nights out and parties.
I also just want to say ignore these silly people who are telling you it's not going to be a good look and you'll look like you've been crying etc. You just KNOW these views are coming from the types who don't "get" the art of experimenting with makeup and will always run a mile from anything that isn't completely natural and normal looking on their eyes.
This is a gorgeous look, particularly for a party, and I loved it on Kate Moss in the ad. It reminds me of New Year's Eve a couple of years ago when I went out with my two sisters and we decided to take a different colour each and wear it in our outfits, hair and makeup. They had purple and blue, and I had red. I did a really strong line of red eyeshadow along my upper lash line and wore lots of black mascara with it. I got so many compliments by doing that and still have the photos. It was a great night out and the Rimmel ad has made me want to try it out again now.

Try Stargazer, you can't get it in Boots or anywhere like that but you can often get this brand in goth/alternative shops in Camden market in London.

I use a colouring pencil! I know it's not good for your skin but Texta and other brands of rich colouring pencils work great on skin if you wet them or soak them in water.

that was just for photos. Using that color on your eyes is the long and risky process. You have to cover the whole eye with concealer first thin cover it with powder. It's just too hard. HopeI helped.
