yes; it is up to the individual employer to give the day off; state and federal employees are the exception; they get the day off; everyone else is at the option of the employer; look at nurses and hospital staff ; all of them don't get the day off

Well, in certain industries, it's understood that you will have to work some holidays, like hospitals, police, firefighters, TV, radio - anything that is a 24/7 industry. In recent years, more and more retail stores and fast food are also remaining open. So, if you accepted a job there, it would be with the understanding that you would work holidays. How many/year would be a matter of your employers policy.

Yes, it is legal for an employer to require you to work any holiday. It is up to the employer.
