Oops - little mistake here. Yes most volcanoes and volcanic islands are found on plate boundaries. You picked on one of the few exceptions!!!

The Hawaii chain sits on a hot spot in the under mantle where lava came into contact with the upper mantle, found a weakness and broke through. A volcanic island was formed and as the upper mantle moves across the hot spot and covered it, the lava again finds it's way through and makes another volcanic island.

Hawaii isn't on a plate boundary. Mona Loa is a protect volcano. Tokyo is on the Eurasian/Pacific plate boundary Nepal is on the Eurasian/Indio-Austrailian plate those parts are extremely tectonically lively and weak to earthquakes and volcanic interest. very likely to be hit by earthquakes and linked complications like tsunamis.

My recollection is that Hawaii is a hot spot in the Pacific Plate. Yellowstone is another hot spot.

Hawaii is in nearly the middle of the Pacific plate. It (& Hawaii) is moving northwestward, in the direction of the other, progressively smaller, Hawaiian islands.
