In Windows Safe Mode, Why only administrators can enter?

When I saw my dad in safe mode, I was surprised because of the Welcome Screen. I saw the administrator account, my dad's name, and Silly Willy(the name I'm logged in under). Yes, I am an administrator.

Safe mode is a diagnostic mode to be used when you need to troubleshoot Windows. With that said, only administrators are allowed because limited user accounts wont have the necessary security permission to diagnose and troubleshoot problems.
