the pedal seems pretty stationary when i'm riding
what's the point of having them able to spin?

They're stationary when your riding, because the cranks are turning. Either the crank or the pedal is going to turn. If the pedal turns, the crank stays still. If the crank turns, the pedal stays still, it stays flat under your foot.
