I am a published novelist. Most publishers will not even look at a book unless you have an agent. You can meet with an agent at a local writer's convention. Research these on line. If possible, volunteer to work the convention - it will allow you to make more contacts. Before you attempt to present your manuscript, have at least ten people read it - not just your friends, but teachers, etc. Do not be touchy - consider all their advice.

Write the book first.

Contact several writing sites, and get their reviews. Also start blogging chapters and advertise this blog as much as you can "myspace."

Then send in your info on your book to many publishers.

Sorry to tell you this but it is very difficult to publish your writings. There are just so many people writing books these days. You might want to publish it through your own means and send in finished copies to publishers with the results of your sales in you local market. Good luck and write on.
