Puppeteers operate puppets. They don't typical speak to them. Ventriloquists do routines with dummies, not puppets.
I've seen some websites say that the Greeks had called ventriloquism by the name gastromancy. I assume that gastromancy did not use dummies, however, based on the definition of the word.
"Ventriloquism is an act of deception in which a person (a ventriloquist) manipulates his or her voice so that it appears that the voice is coming from elsewhere. The act of ventriloquism is ventriloquizing."
They use dummies, named that way because they do not speak on their own. Apparently "dummy" can mean "silent person."
