Obviously the frog won't work because all the other creatures are marine animals.
You will have to be very careful with the puffer as they tend to nip and bite other creatures, especially snails and things with shells, so a puffer could damage or kill the clam and perhaps the sea horse.
There are also many different species of puffer fish with different living requirements, some are very small, others get very very large. Some live in fresh water, some in brackish water and some in marine conditions, so be sure you know which type of puffer you have and what its requirements are.
I'd suggest having a look at this site, and possibly emailing them as they are very knowledgeable and would be able to help :)

(Please note that in aquarium/fishkeeping terms 'marine' refers to a salt water aquarium set up and 'freshwater' obviously to a freshwater set up. Cheers )

Forget the Frog! It's not a saltwater specie.
Watch out with the puffer, might be aggressive.

I would leave the frog out since it is not a salt water organism.

Ya all but the frog sound fine...
The guy that posted under me in unaware that there are frogs that only live under water, lots of them. So they are "marine" too, just not saltwater as far as I know.
