I am a supervisor in a call center that has recently started devating people when there is no call volume, but requiring them to stay around so we can have them log back in if the call volume picks back up. I don't exactly think this is legal, and it's FAR from ethical, as we are tell the agents to log out, not paying them, and telling them that they can't go home.

That is absolutely illegal. You cannot force an employee to log out and stay there. I hope someone reports you.

You should check with your state department of labor. I am pretty sure there are a number of laws being broken. Besides the obvious fact that they a probably violating overtime pay laws, they are also falsifying business records. In my state that is a felony.
