Yes, there is an answer without a question. Looking back at the meaning of an answer, it does not solely imply of just being reply to a question. It could also mean:

>> the principle pleading by the defendant in response to plaintiff's complaint; in criminal law it consists of the defendant's plea of `guilty' or `not guilty' (or nolo contendere); in civil law it must contain denials of all allegations in the plaintiff's complaint that the defendant hopes to controvert and it can contain affirmative defenses or counterclaims
>> respond to a signal.
>> give a defense or refutation of (a charge) or in (an argument)
>> be liable or accountable
>> be sufficient; be adequate, either in quality or quantity
>> match or correspond
>> be satisfactory for; meet the requirements of or serve the purpose of
>> react to a stimulus or command
**One simple example is when someone calls you, you will answer. It is not a question yet you give an answer.
**Another example: anything you are held responsible of, you will answer for whatever are the consequences. It is not answering a question but implies shouldering the responsibility.
An answer (derived from and, against, and the same root as swear) was originally a solemn assertion in opposition to some one or something.♥

Greetings!
One can very easily argue that an answer is no more than a qualified statement.
That being said yes an answer can be had without the question indeed.
For example you see someone writhing in pain with their hand in a fire.
You make a statement to the effect of , "hey, get your hand out of the fire". And, so he does. no question asked!
