The word is derived from 'Mexicano', or Mexican. The letter 'x' is not always pronounced like the Spanish 'j' or English 'h'. It is more like 'sh' or 'ch'. The word was corrupted to 'chicano'.
So, yes, a chicano is broadly considered to be a Mexican.

A mexican is considered a Chicano but I personally would not use that word. I would call him/her a mexican

unfortunately, with all of the ignorant people here in the U.S., anybody that looks remotely like a Mexican or speaks Spanish (even if they're from Spain or South America) is considered Mexican.
