Building regs in my community require 7' minimum. This can vary. But you can finish a basement without it being 'habitable.'
Check with the local authorities, most of them have online copies of the code you can check.
And if you explain that it isn't for habitation (no bedrooms, for instance) they probably won't make a fuss.

I think 2.1 m is the lowest height as it is the standard height of a door however in normal circumstances a ceiling would be 2.4m from floor to ceiling

Most ceiling heights in a room is 2.4m , for refurb of your basemant try the nhbc web site, however i dont think that there is such a height.

Yes, there is for "living space". You could call it a storage area though. I believe seven feet is normal minimum. You should call your building department and ask them, unless you are hiding something!
