It means since you are not required to return something you are not required to leave a deposit for it. In the days before plastic displaced glass as the preferred bottling material (ah,....those were the days), since glass actually had some intrinsic value (which can't really be said for most plastic) and recycling programs had not yet been invented (because no one had yet figured out a way to make them profitable and therefore they were not worth inventing at that point in time) we had to leave a deposit (usually ranging from 2 cents to 10 cents) on the glass container when we purchased things like soda or beer or milk. Then if and when we returned those glass containers we got our deposit back

Ah, yes....THOSE were the days! But why am I telling you all this? I'm sure you remember those days yourself. And you know exactly what I'm talking about here.

In the days before recycling you could get $ for returning soft drink bottles. Usually 1 or 2 cents, but as kids, 40 years ago, we made our spending money that way.

if you don't deposit something, nothing returns to you. it's pretty self explanatory.
