It's false, cause the population of the U.S is
298,444,215 so how can the growth rate possibly be 4 billion?

There are 14.14 births per 1000 people in the States. The population of USA is 300,000,000. So the total number of babies born is around 4 MILLION, not 4 BILLION.
The growth rate of the USA is not 4 million per year. You have to subtract the number of deaths and emigrants. Also you have to add the number of immigrants. Then divide by the population size to get the growth rate as a pecentage. It's 0.91% for the USA.

It is false. According to the The World Almanac and Book of Facts for 2004, there were over four million births in both 2000 and 2001. This compares to 2.4 million deaths. The growth rate would be calculated by adding the net increase in births with the immigration rate and then dividing by the population.

I think the answer to your question is "False". When you quoted "about four billion" you were referring to "growth figures". The growth "rate" would be indicating how fast or slow the population was growing (or declining if the numbers or figures were negative) but it would be expressed as a percentage or some similar form.

just the diapers for 4 billion babies would cost more than the military budgets worldwide, then they would need 4 billion rubber duckies too. Then they would all have whistles when they were 5 or so, and then earplugs for everybody else.

um... there are only 6.3 billion people in the world. I don't think that by next year we will have 10.3 billion. Maybe 4 million?
