I think it would have to revolve around Sam and rebuilding the Shire with the help of the Elves.

Tolkien attempted the beginning of a new story set about 100 years after the War of the Ring, and it was called "The New Shadow" as a working title. It basically covers the falling off of Men in Gondor and surrounding areas after Aragorn's death, during the reign of his and Arwen's son, Eldarion. So-called "orc cults" have arisen and unrest is brewing in the reunited kingdoms. Tolkien never could get very far with it, because it was not a hopeful story, but a story of decay, a fall from the high point that Middle Earth had reached with the ascendance of Aragorn as the King of Gondor and Arnor, the reunited kingdoms of old, and the defeat of the great evil , Sauron.

The Silmarillion is actually a prequel and would be VERY hard to film, as it is sprawling in themes and times, and much background to these events and the ones in Lord of the Rings is covered in the 12 volume History of Middle Earth. It would be an exercise in massive cutting. Tolkien's saga was TRULY a saga, a life's work, told intricately and interwoven with amazing linguistic, historical, lyrical and religious significances that no fantasy writer has topped. (I don't expect one ever will...)

If a filmmaker stuck to a single period in the history of Middle Earth, such as the drowning of Numenor or the Revolt of Feanor , or the making of the Great Rings and the rise of Sauron, it might work, but there would still be major problems with putting it together.

Tolkine tried to write one. It had a plot about 100 years after the death of Aragorn and had to do with people starting to worship Orcs again. He did not like it. A better way would be to use the material he wrote before the Lord of the Rings. It is in The Silmarillion. It is not a narative story like Lord of the Rings, but someone would ahve to adapt its history like narative into films - several. Could be a moneymaker for a studio.

It would go something like this:
Because Melkor, Sauron’s master, and the most powerful Valar, wasn’t really destroyed, he would probably start a new war, not only Middle-Earth but also the whole world of Arda. Aragorn’s son would continue the war with the help of Legolas and maybe his son. Gimli would also be there, as would Gandalf, Frodo (or his heir), Sam, Pipin and Merry (or their sons) be too. The war would start in Middle-Earth, because Melkor would like to see his servant Sauron, only to find him destroyed. Because of that, he will start a new war. He will wage such a war that everything would be destroyed. And as he was going to destroy the last refuge point of the forces of good, all the Valars would appear and stop him that moment. Illuvatar would come to Arda to help rebuild the world. However, Melkor wouldn’t be destroyed, but imprisoned as he was always. That would leave possibilities for more parts to be written.
However, that’s only my opinion. I’m just disappointed that Tolkien didn’t get to finish the story of his world. On the other side it’s better not to be finished. That gives us the chance to imagine all sorts of endings.

Saruman or some of his hirelings make trouble in the Shire. But it's more likely that they'll film The Hobbit.

it would have to be less than ten minutes long, because that's as long as I can stay awake during these movies
Gollum survives along with the ring and opens up a male strip joint. He's the featured performer everynight, but he always slips on the ring just before the Full Monte, Frodo is the bartender and constintly gives out advice on foot hair grooming

Tolkein's follow-up is "The Similarian"

It's a rambling (almost unreadable) chronology of how the Middle-Earth and everything in it came into being. I read it once, and found it to be boring and nonsensical!
