My boyfriend feels the need to put these silly questions in my head the ones that stay in ya head n drive ya crazy so could someone plz tell me the answer?????

Because they do not moult like a lot of animals. Their fleece would keep growing until they collapsed under the weight of it if they were nor shorn...;

It varies by breed. The regular Suffolk type you see in a field isn't soft or fluffy to the touch at all. I suppose a well groomed show quality sheep might be considered soft or fluffy, but field sheep are anything but that- their wool is matted and tough- designed to insulate and protect them from the elements.

Because sheep are a lower life-form, they have a very bad fashion sense. Most sheep and some goats are still stuck back in the 60's when a buffont hair-do was considered chic. Also, since they have short necks, they can't read their own laundering instructions on their undersides, and their wool coats tend to get frazzled after a few seasons. Dry clean only!

Because sheep have hair covering called fleece or WOOL. And wool for the most part is fluffy.

Or is there an inside joke your boyfriend is not telling you completely?

They are fluffy because they have this WOOL thing this Wool cover the entire Body of the sheep so if you touch them its fluffy
because of there Wool.
