IE6 and IE7 protects your from "active X", When you see a bar at the top it is because Microsoft has blocked the installation of the "Active X". They can be dangerous with spyware or viruses.

You only want to download an "Active X", from a real trusted site with a valid signature date, and valid publisher.

Examaple Micromedia Flash Player, requires an "Active X", to be installed before the program can be download. We all know that Micromeica is a trusted website. So I allow the "active x", to be installed to get the latest version 9 of Flash Player. The publisher is valid and the signature is upto date on the file that is being downloaded.

Answer to your quesiton just to back to the webpage and download it again. This time click on the top of the bar an allow the active x to be installed. If you really trust the site.
