There are plenty of server software programs available. Just search server software. The problem will be your bandwidth through your internet connection (most servers limit how much and how many others can be connected to your computer via bandwidth, the amount of data flow back and forth. You may need to pay more for a wider bandwidth if it is even available through your provider.) and if you want a permanent server, the IP address for your computer must be static. (never changes) This is also something your internet provider may or may not offer. You will also need to register with NIC if you want your IP address to be a URL name rather than just numbers.
a search for setting up a server should find you some articles and instructions for doing the whole thing.

it helps to have a server tower unit or 2 pc towers linked and you have to be on at least cable modem and set up to be always on and have the reset time set so it goes off during the night so all time zones in your area are hit at night. this is so you don't lose customers while shopping site.

but past that look into:

It would be easier to build a server than to try to convert your old PC into one.
