This is a stupid question as Association Footbal or Soccer is loved the world over and is the number 1 sport in nearly every country.
It doesn't depend on where you live as to whether you like rugby or football:
1. The northwest has more teams in the premiership than any other area even london
2. Rugby league does have a larger following in the north and union in the south due to the nature of the way the teams are split up, with more northern teams in League and southern in Union.
3. Cricket has never been as popular as either rugby or football, most county games get tiny attendances where as even a unibond premier game of football can expect crowds of potentially a thousand.

Basically football. Football is one of the most accessible sports in the sense that is popular across so called class boundaries and geographical boundaries.
Rugby comes in two types, or codes. Rugby Union (Most popular in the south and some would say upper classes) and Rugby league (Alot more popular in the north and is generally considered a working mans sport). Both sports are widely followed from grass roots level all the way up to international level but even if you combined the codes of Rugby, it wouldn't have as much following and average match attendance as Football.

Football constantly gets bigger crowd attendances every week than rugby & there are more professional football league clubs than rugby clubs.
However rugby did grow in this country after the 2003 world cup win, much like cricket grew after the ashes win last year. With the rugby world cup taking place in France next year I would guess the profile of the sport will increase again, but with England un-likely to be successful, not as much interest will be generated.
Football will always be the bigger sport out of the two, in my oppinion it is because it is more of a free-flowing game whereas rugby is far more stop/start.

Football is a truly global world-wide game. You just need to look at the number of countries who play at the very top level from all over the world. With the exception of the off side rule it's pretty easy for spectators to watch, follow & understand what is going on. That is why it is so popular worldwide. Rugby on the other hand is far more technical and if you haven't played the game it is unlikely that you know what is going on all of the time and why the whistle keeps going and why the game keeps stopping so although the atmosphere is great, it's not always so great for spectators to follow. Also the rules keep changing - in an attempt to make it safer and better for spectators the law makers keep tinkering with the rules so what was allowed last year might not be allowed next year. But the big problem that stops it becoming a truly global game is that it takes generations of infrastructure to produce the players capable of playing at the very top level. I use the word freaks in a loving way because I love the game but the size, weight and strength of the top teams make it very difficult for new ones to be able to compete

I think football, whereas, the other sports like rugby, cricket and tennis only come in the fore when the respective teams are doing well. But in most cases their popularity tends to wane as soon as the tournaments come to an end. Rugby only gained popularity during the world cup, whilst cricket did the same during the Ashes tournament and tennis draws a few more supporters when the British players are doing well.
