i've tried base coat,top coat etc. any ideas on what will adhere polish to where the nail used to be?? i have to free form polish to outline of old nail.

Try oil based paint. I know that's weird, but it sticks. You can find it in the craft section. You can either paint all your toes that color, or you can use that as a base coat. Otherwise...tattoo it on.

When this happens, the nail begins to lift from its base, but remains attached to the tip of your toe. The new toe nail will push up on the old nail, making it lift further. You can trim the old nail from the bottom, and slowly work your way to the top of the nail over time. After a couple of weeks of tweaking it, it will come off. Don't tear it off.

i am having trouble finding anything on the subject!!! how about a very thin layer of nail glue to provide you a better surface to paint on? My only other suggestion would be to ask the counter help at the beauty supply store

It might be your nail polish if it is old or a cheaper brand go buy OPI or a more expensive kind and it should work.
