The members of the ape families does this also, along with picking other orifices as well. Oh wait, I forgot, some consider us to have evolved from the ape.

No, haven't you ever seen a gorilla inthe zoo? Theypick their noses all the time. Why did you think they had such big nostrils...? And they have other gross and disgusting habits as well. Some of them even try to jump other male gorillas, while their backs are turned, but they can't be expected to understand that it's wrong. It's a good thing we don't have to be like them any longer.

Octopus and squid can also pick their noses and it is suspected that they would be very good at this due to their prodigious number of nose-picking appendages. However, no one has witnessed this because biologists have not been able to find an octopus with a nose.
Also, some primates have been observed in what was thought to be nose picking, but it was later discovered that they were just storing peanuts.

I have on occasion been inclined to hook a few bogeys out of my nostrils. I am not handicapped in anyway since I have rather wide nostrils and can get 2 fingers up at one time to find the really difficult one to locate.

I've seen chimps picking their noses and other places on their bodies, to them it not an inconvience nor a handicap, it's a normal natural part of who and what they are.
