Something sweet and sentimental.
A book that is meaningful to you, or one you both like (perhaps a first edition of her favorite book), indulgent sweets (something she would never spend the money on). Is there something she particularly enjoys...one year I researched my husband's family tree and presented him with a brief family history.
If you don't have the time or inclination, pyjamas, slippers, shower and bath gels and lotions (always a favorite for me bc I LOVE baths), candles and the like.
Husband gave me a new ipod for our anniversary (the 80G one with video...it's pretty nice, give her an itunes giftcard with it so she can download music easily).
One year, a boyfriend made me a tape of some meaningful music...it's very special and I still have it (I suppose you burn CD's now). That and a homemade card is sweet.
My husband writes poetry and I cherish the poems he gives me. If you have an artistic talent, perhaps consider expressing your feelings for her this way.
Good luck. Honestly, it's not the money you spend, it's the meaning behind the gift.

Do not be scared to buy her clothes. Just remember to buy almost the smallest available in the clothes that you pick out. That way when she gets them she will think that you think that she is that small. It makes her feel better. Just try it and see.

Ok my real awnser is. You shouldnt need to ask a bunch of people online what to get your g.f for christmas. We dont know her so that makes it pretty hard to help!
We dont know her likes and dislikes etc.
But heres a tip anyway chances are she has already hinted a million times to you what she wants. All those times you went shopping with her im sure she looked at somthing showed you and said "I cant afford this, oh well...sigh" etc.
