I am writing a letter to the city couniclmen Anibal Ramos. I am having trouble starting it off.

Don't be too wordy otherwise it won't really be looked at. Just be polite and to the point. Something like;

Dear Councilman Ramos,

I'm writing to you about my concern for.......

A concerned citizen,
Question asker guy. (Pardon me, Question asker gal)

Dear Councilmen Anibal Ramos, would be a good start. Then be plain, concise, & to the point. Take your time, put it in order. Use bullet points if you have to. The rule of thumb is the higher you go, the simpler it must me. Be honest, but polite.
