I don't know about racially related but the slavic languages are in the same branch of the Indo-European language as the Latvians and the Lithuanians.

Good question. I do not think they are directly related to any other ethnicity, much like Indo-Europeans are separate from Finno-Ugrians. There are superficial (according to me at least) similiarities, but in all actuality the ethnicities originate far apart.

Later on, they might've interbred, however, and the same think is with the Slavics and the Indo-Europeans, I'd say.
