Not usually. On average, women ovulate about 14 days after the start of their period, when on a 28 day cycle that is regular. However, it is not an absolute fact that it works that way for everyone. They say to use birth control (non-hormonal types anyway) even during your period because there still exists the possibility of conception, which of course, requires ovulation. I would think that if the cycle is not regular to begin with, that would increase the odds of that happening.

Whatever calendar you're looking at is either totally wrong, or you are using it wrong. Ovulation, as these other folks have already said, happens in the MIDDLE of your monthly cycle. Generally it's said to occur at day 14, but that's not the case with me, as I get my period every 5 weeks, not every 4 weeks. But no matter how long or short your cycle is, you do NOT ovulate during menstruation; you ovulate approximately 2 weeks BEFORE menstruation!

Most doctors agree that ovulation usually happens 13 to 14 days before starting your period or monthly bleeding.
