You can carry cellphones to connect to internet portably.(not the desktops as answered by "gorjatech" above , I for one can't carry a desktop, lol...) The best one for that will be O2 cells.

There are certain cell phones that are designed to surf the web. There are two broad categories....PDAs that include cellular and Smartphones. Probably, what you want is a smartphone.
Go down to the cellular store in the mall. If you live on either the west coast or the east coast, Cingular is the best provider (haven't a clue about the other 90% of the country though). Tell the guy behind the counter you are interested in a smartphone that can surf the internet as a gift for your daughter. You are sure to get an earful about what is available, with what plans and for what prices.

The PlayStation Portable (PSP) is a portable gaming device with the ability to play movies and music, and also has internet access. I believe I heard there was a character limit (you can only type a certain amount) but that would only effect typing in forum and chat rooms, no problem for everyday browsing.
