When they write it like that it means:
8:00 EASTERN time / 7:00 CENTRAL time.
I believe that US Eastern time is 5 hours different than GMT. So you would subtract 5 hours from the time given in US Eastern.
8:00 EASTERN = 3:00 GMT

8/7c means 8 o'clock on East and West coasts but 7 o'clock central time.
On the West coast the time is GMT -8, on the East coast GMT -5, and central time is GMT -6

8/7c means 8pm eastern standard time and 7pm central time. so the show airs at 8pm on the east coast of the states (new york)
