I always use puzzlemaker.com It is sponsored by Discovery Network. Although the page is an advertisement you can still make puzzles for free. You can make word searches and other types of puzzles as well.

The assignment is to "make" a crossword puzzle, not copy one. It isn't hard. You can do it on graph paper or even in Excel or a Word table. Put in the words, write the clues, shade the cells where there are no letters and then take the letters out. You can do it with a theme, such as your school, holidays, sports, etc.
