Beggers in any part of the country are hopeless and have no choice to make in their lives. It people who are generous who give enough money for organizations which can make a difference in people's lives. With people who do not care about the homeless and beggers, the world will never progress. Hopefully this answers your question. Take care

as far as i know begging isnt much vastly seen in other places than in india. or other underdeveloped country.
keeping tht aside,i think beggars are choosing to beg just to earn without any pains ,i dont think tht the govt. is 2 b blamed 4 it coz it gives them a lot of support.i know tht in my state the govt. did try to help them by placing them in small learning courses like stitching ,crafts,other stuff free of cost ,but these beggars hd run away frm there and back on the roads.its their mindset tht they want money just by begging not by working for it ,
the best way is to impose people not to give anyhting to beggars therby not encouraging them to beg and finally the govt shud take care tht they r at better places to earn their livelihood.
i understood ur question like this am i incorrect.?
