Why is this so? For example, in movies, this is also prevalent. A quick 1-second shot of a woman's breasts would give a movie a PG-13 rating, but a same quick 1-sec. shot of a women's pubic region would give it an R-rating.

I dunno, I never thought one was more private than the other. The ratings on TV and movies are changing, btw. What would be considered an R rated movie ten years ago would be a PG 13 movie today.

men have boobs, women have boobs. Although boobs are more private for women because they have a purpose. But a vagina is different. It is considered sacret. the "garden of eden". Because only women have a vagina, this makes them special

I think it has to do with the construction of the vaginal area, but it just might be that groins are off limits
