A lot of the POP servers won't allow you to send mail unless you first receive mail. Try to receive mail first then send it. If this is the case, then once you shut down Outlook Express and open it again you'll have to do the same thing all over again.

I have experienced the same problem. I just used Microsoft Outlook instead of Outlook express now. If you need to get it fixed then I suggest contacting a professional computer programmer. (I heard the best computer programmers in the world are from India.)

1.) Check that your firewall isn't blocking OE.
2.) Try Thunderbird - it's a free and much more up-to-date alternative to Outlook. Let Thunderbird copy over the settings and then try to grab your e-mail. Try Thunderbird for a while if it works - you may never go back!

check your domain and see if MX records are there. Check the mail server by pinging it to make sure its functional. make sure that the mail server names are spelled correctly.
