Well, your question has a condition to it which makes it much more interesting.
It is politically incorrect to say so as that is something no one wants to hear. However, that does not make it morally incorrect to say; in fact, reporting the opposite in order to please others would be morally incorrect as it would be a lie. It would be morally incorrect on the listeners' part too; they can't face the truth... and would rather tell lies. This is in the case that one race being smarter than another race is the truth and a scientific truth.
However, it would be morally correct not to say so even if it were true so as not to hurt the feelings of others and give cause to racism.
Regarding the truth of it, according to IQ tests that have been conducted, Jews are the most intelligent, closely followed by Asians and then Whites then Hispanics, and lastly Blacks. However, the experiment may not have been entirely accurate as IQ tests have a certain slant.
So, in my opinion, don't take the experiment too seriously and try not to think about the intelligence of the person but what he chooses to do with what he has. That is the measure of a person.

Disregard all the racial egalitarian nonsense you might see in other answers. Race exists in humans, and they are unequal in their natural intellectual endowments.
Within each race, intelligence is distributed normally: along a "bell curve." The bulk of the race occurs near the average, with high and low tails trailing off to either side.
There is some overlap between one race's IQ distribution and those of other races. If Race A has an average IQ of 104 points, while Race B has an average IQ of 85 points, most members of Race A will be smarter than most members of Race B. However, there will be a small percentage of exceptionally smart B's who will outscore the least smart A's.
Asians have an average IQ of 104. Whites have an average IQ of 102. Mestizos have an average IQ of 92. US-resident Blacks have an average IQ of 85. African Blacks have an average IQ of (about) 70. The differences in IQ are well correlated with racial differences in the size of the brain. Whites and Asians have brains of about 1500 cc volume. African Blacks have brains of about 1350 cc volume.
A general rule that runs throughout the animal kingdom is that intelligence is roughly proportional to the ratio of brain weight to total body weight, and that rule holds generally true for the extant hominid races.
Ignorant people will tell you that the reason for Black and Mestizo underachievement on IQ tests is cultural difference. That's an obvious misconception. The culturally different Asians do quite well on American IQ tests, so culture-loading on those tests can't be blamed.
Furthermore, psychologists attempting to measure intelligence objectively are not quite so stupid that they can't quantify the degree of cultural loading in a test, and pick the appropriate test for the occasion.
IQ test score differences do not reflect culture. Nor do they reflect socioeconomic status. It is a fact that Whites from the lowest socioeconomic groups generally outscore Blacks from the highest SES groups. If poverty caused low scores, the results we observe simply would not be happening.
The amount of politically correct blather on this subject is exasperating. The truth is not polite, but honesty is a higher virtue than politeness. The races are not intellectual equals. They never were. It's proved year after year in IQ tests, SAT scores, ACT scores, Stanford 9TA scores... not even Black psychologists have been able to design an IQ test on which Blacks consistently outscore Whites.

In what context do you speak? In saying that, meaning do you think there is a race that is more intelligent? Intelligence is not a race issue, but one of education, of knowledge.
Naturally more intelligent does not exist.
One can say however that cultures who place a very high standard on education have more of a propensity of producing those in their society who have more intelligence in a particular or even broader sense.
Believing oneself more intelligent than other human beings by virtue of race, is not actually an intelligent human being.
Is it safe to say then that Hispanics in some areas are more educated than whites? In other words...what is your definition of intelligent? Is it race biased? If so, then there are larger issues at hand. If not...give an example of what would make whites more intelligent than say Hispanics?

It is not even correct to talk of different races of human beings - there is only homo sapiens - all the other regular differences are only superficial. We humans are part of the Great Ape group, we are more intelligent than chimpanzees who in turn are brighter than gorillas etc. North European DNA is basically the same as Apache or Chinese DNA - thus we can inter-breed. And happily we do (not enough for my liking, but there you go). One last point, a lot of people say that eventually the human race will end up coffee-coloured through inter-breeding. Actually this isn't true - the Brazil experience shows that skin pigmentation retains it's diversity. Moreover, it puts a lie to the racist view that human groups don't mix - of course thay do and always have since we emerged from Africa.

In 1972 Eysinck ran a series of IQ tests which revealed that asians tended to be more intelligent than caucasians and that africans and derivative races were far behind. It caused a furore and subsequently culturally biased tests were administered which embarassingly for those who set them revealed the same. Although the human brain is basically the same there are subtle differences in physiology between races and Eysinck may have made a valid discovery. Alas we shall never know because science, like so much else, has been subjugated to the will of the PC zealot.

May be they are and may be they arn't. It doesn't matter, as there is so much overlap in IQ testing, that you are as likely to meet a more intelligent Black person than you as a White or Asian.
One thing to note, is that often people phrase this statistic in a particular way. I have recently read some quite racist questions from white people such as "Are Blacks less intelligent?" etc, as if that was important. They don't phrase it like "Are Asians more intelligent than us?" or words to that effect.
Just something to keep in mind.

I noted carefully you're not asking is one smarter than the other, but is it right to say so?
But what is "right?" What's that mean? I think it's 'right' if it will do some good.
Well, what if it's true? One race really is smarter? Now, what good can we do with that info? How will it change what we can all do with our lives starting today? How will it make us/our lives better?
It's hard for me to see that such info could be useful and helpful on a grand scale. So, for me, it's not in good taste (or right) to say who's more intelligent, even with the proof of it in my hands.

Races being intelligent cannot be refuted....cos capability of the brain in it's function is the same for all. About being 'smart' as someone said, is possible and Asians for that matter could be considered more 'smart'

It would be hard to prove this as it is said intelligence tests favour western cultures so they cannot be relied on to identify if one race is smarter than another. It could be true but it hasn't necessarily been proven. Plus some races haven't had the educational advantages others have so they could actually be more intelligent but wouldn't be able to prove it.

The last large-scale study of race and IQ was done in the US in 1981.
It showed Asian people as most intelligent, then white, then hispanic then black.
Don't know how reliable this study is - and it was done a long time ago.
