It deletes rubbish files. What happens when you delete cookies is that all the websites that you've visited are deleted from the address bar, and when you delete Tepm files it means that websites load slower until you visit that website again.

Depends.

If you are on a router, the router may save URL's.
Your ISP also logs URL's.

Dont forget about autocomplete as well.
