how can you you ask this question to us? your friend should post this question to us ? that means she is not eligible to any of this country's unless she change her mind, she can't even come to write this question for herself???? how can she go US or UK for further study. i think she should more active and enthusiatics first , then post her questin here?

This question is not specific enough for a reliable response. It highly depends on the specific circumstances of the school. If the university is in the middle of a big city and in a not good neighborhood then that will likely be less safe than a rural school somewhere else in either country.
In general, US schools tend to have fairly serious security departments with their own public safety/police personnel patrolling the campus. But again, this all really depends on the local specifics.

I think in the UK theyr so affrayd they dont even let more then 50,000 workers emigrate there out of Romania and Bulgaria because they think theyr going to increase the crime rate, but your boun to find lots of drunk kids on the streets, oh and there are the crazed soccer fans(stay awat from stadions), but of course on collage ground you should be safe anywhere really...
