i pay for 256kb but im only getting 35kb when i download why is that my sys congifuere is
160gb hdd
512mb ram
2.12ghz processer
i have a cable inernet connection

Look at the 'b' - you may pay for 256Kb (lower case b) but when you download something it may measure it as 35KB (capital B). They are different ways of measuring speed. 30 KBps = 240 Kbps, so 35KB is about 256kb. You may actually be getting what you are paying for.

Check to see what is running in the backround. Rigt click on a blank part of the bar at the bottom of your screen. Select task manager. Click on the processes tab. Open a window in explorer and type in a description of whats running. If you don't need it then end the process. (example: jucheck.exe)
Also manage add ons, defragment disk, do a system restore to a time before your problem started.
If you have a Dell, there is a PC Checkup at the site. It can fix issues.

download rates have less to do with your interent speed and more to do with the site you are getting the file from. if you are connected at 256 that just means your overall speed is at 256, (your bandwith is at 256) upload speed and download speed depends on so many different factors, try searching around for some different speed tests and see what you are actually connected at, look for one that not only gives you your overall speed but tells you what your upload/download rates are.

if you have a wifi network, it could be that someone's stealing your internet connection. install a wep or wpa key on your network. you need to go to the computer that's hooked up to the router and do this. otherwise, it could just be that your internet provider is just having a slow day. that happens sometimes.

It could be the connection to the server you are downloading from, and depending on how many people are downloading at the same time you are...That could cause slow performance.

for the computer system info you gave- you shouldn't have a problem there, it's the Internet connection no doubt. if they promised/guaranteed you 256kb then contact then and query it.
