Loud welding?... most cities have noise ordinances, file a complaint or call the police. Also most cities have zoning laws about operating a business in a residential area. Call code enforcement.

I would think that during the day the noise would be acceptable because most work takes place during those hours..... (construction, lawn mowing, tree trimming, etc. are all pretty noisy )
If the noise continues beyond 8 or 9pm then You might have a noise ordinance violation. Contact your local police department and inquire what the noise ordinance provisions are.

Not during the day-light hours. Only at night. It's a sound ordinance. I'm sure it's different in certain areas but here it's 10pm Sun-Thurs. 12AM Fri and Sat. Meaning you have to stop then and can't start up till I think 7am.

Many towns/cities have ordinances that state what decibel levels are acceptable for the area. In the case of a sub-division, I would also check to see if there are any rules that cover that area as well.
