Even if they're an 'enlightened' dictator-- you could prefer, and find it quite comfortable to be governed; but never does someone command over you without demanding your submission.
People think, you know, regarding something like 'entertainment' visual-audio BS, doesn't have a tyrant designer lurking behind it. When you give up your will, somebody gains. Whether you no longer have the capacity for criticism and are mollified by propaganda, or you donate your capital to feel such self-destruction, the tyrant is there selling your soul to advertisers and think tanks, to His archetypes.
We think tyrants are all visible fascists.
Too bad for you, if you can't even see who pulls your heart strings made your heart and sold it before you had the will to resist. Plebians...
How is a parent not a tyrant?
EVEN when they choose to not discipline the child (tryant..)
they make that individual into what they desire-- you know, something that must make its own rules, come to its own conclusions. That pedagogy is ubiquitous. And, of course, what tyrant is uninfluenced by the best trainers of all -- the economy.

It is relative to the will of the "other." If the governing is attempting to override an existing government unwillingly then yes a conflict of interest arises and alas we have a war. If the person decides to bend their will to the new government then it is a wonderful thing. So my answer is NO not always.

Anarchy had spwan tyranny and tyrannical leaders makes one cry for justice. There is absolutely no beauty in a tyrannical person.
