Have you tried the website for the DVLA, they stock personalised number plates, maybe you could try looking there.

You won't find it in the UK - you can only have a maximum of 3 numbers with 3 letters. The only way to have four numbers would be with 2 letters, and that would be an old plate.

EME was a Middlesex plate up to 1965, and a Greater London one until 1974, so you are looking for a fairly old car.
