Interesting question. It depends on who owns the moon, and what countries property rights are in use. But assuming you live in a U.S. moon colony, and NASA is your government's space association. I'm going to say....No

I have thought ..... and my answer is no.

Firstly, I'm not sure anyone can own moonland and secondly, if the land was both private and public, NASA would steer onto public land.

Thanks to the Supreme Court's "Eminent Domain" rulings your moon house will be destroyed to create a strip mall. NASA is likely to suffer a similar fate...
