Ratio for Silver to Gold is about 1:50. Silver is about $12 per oz and Gold is $600 per oz. What is keeping Silver price from appreciably rising?

I think silver is a great buy right now. However, the worlds monetary issues seem to greater than the supply/demand ration of silver. When monetary issues (debasement) are the issue they will always run to gold before silver.
