I think of it as more of a Government cover-up than a Government Conspiracy.
Most likely some employees of the Government knew or suspected the day was at hand but very few and obviously secretive.
Have you looked at the Marvin Bush Conspiracy concept.
Marvin Bush brother of george bush. Had the security contract for the WTC. his contract ended on September 10 one day before the attack.
Marvin Bush's Huston based Insurance Company was owned by Saudi Investors. The insurance for the WTC was covered by 3 major Insurance Company's. Why was there a major sell off of stocks and bonds in these Insurance companies just before the WTC attack. Even Bin Ladin's Carlyle Group sold off Insurance and Air transportation stocks before the attack.
If rich Arabs knew to dump their stocks before the attack why didn't the CIA know. Don't we pay those lazy idiots to find out secret information?
I would like to know what did Marvin and George know and when did they know it.

I would never believe that in a million years but if we are going to do a "what if" than I would have to say, give those involved a trial and if found guilty I imagine the penalty would be death.
Than I would get involved in a war to over throw the government, or whatever was left of it. However as I said I would never believe that our government would do that. How people can even come up with stuff like that is beyond me.

They did have the Intelligence reports which could have made 9/11 just a normal day. But our government was too incompetent.
They did have knowledge of it but they deemed the Intelligence reports as "not credible information"

It wouldn't change a thing for me. 9/11 would still be a tragic event leading to the loss of thousands of lives, and the US government would still be a bunch of largely incompetent bureaucrats willing to point guns at their own citizens as they expand their powers beyond their constitutional limits.
