Upgrade your RAM before you do anything with a video card. 256mb is hardly enough to run a PC anymore. Get atleast a gig.

when you say "the best" i can give u a few grand worth of ugrades in video cards, so ill assume u mean medium priced.
In terms of dvd-burners, check newegg.com for lite-on drives. they are cheap and reliable. sony also makes good drives, but are more expensive.
Graphics cards are a very system specific upgrade, deoending on if your comp has AGP, PCI, or PCI-E slots, and the number. optimally, if your comp has 3 PCI-E slots, then i would recommend getting 2 nVidia 7 series cards and running them in SLi, which means that they will work together, kinda like dual core processor. Personally im running 2 6800GS's and can play most games on high. i said7 series above only because priceshave dropped so much. even 1 pci-e card is better than pci or agp

for pci, go with a radeon 9 or X1K series, or an nVidia FX series.
try to get one with 256MB.
For AGP go with a nVidia Geforce 7 series. 7800 is optimal.
Also, consider upgrading your ram to at least 512. you can get a 256MB stick for not too much.

i agree with the other answer,you should upgrade your ram before you upgrade anything else,you should be looking at around 512mb at least but if you can afford it go for 1gb
as for a dvd drive you should go for a dvd-rw(re-writer) ,this will
do the job of all other formats such as cd-rom,cd-rw,dvd-rom and will mean you dont need any other optical drives,the best makes for dvd-rw are aopen and panasonic
as for a graphics card you should look for nothing less than 128mb graphics memory,and the card should be capable of pixel and shader model 2.0(this is what makes the flashy visuals in games)
the best and cheapest cards with these specs are nvidia fx5500,geforce 6200,geforce 6600 or the ati radeon 9550,radeon x800,x800gt,x800gto
if money isnt the object you can even go for the expensive cards such as the geforce 7900gt or the radeon x1300,x1600,x1900
