Freedom of speech question?

I'm writing the Bill of rights in a kids book (school project). I'm trying to say that people can say what they want but there are exceptions like no yelling "fire" in public when there isn't on. Help me find a way to say that to a 5 year old.

Use simple sentences and some illustrations will help kids understand.
